PROBLEM TO BE SOLVED: To make voting fast and to secure objectivity by enabling a secret voting system to perform remote vote totalzation. SOLUTION: A totalizator A and all voters B1 to B3 sets vote identifiers as filters on a meaning information network 3 and the total number of voters is stored. Then the totalizator A sends a tentative identifier request including a tentative identifier with an added vote identifier. A voter having received the tentative identifier request determines a tentative identifier which is unidentified and sends a tentative identifier request answer back. The voters B1 to B3 and the totalizator A stores all tentative identifiers in a work area when the same tentative identifier is found and a voting request is sent to the voters B1 to B3 . The voters determine vote information as answers to it and sends vote request answers back. The B1 to B3 and the totalizator A receives the vote request answers, update the vote information and send it as the counting result to the B1 to B3 or only the totalizator A sends the voting request to all the voters B1 to B3 again.
