PROBLEM TO BE SOLVED: To reduce energy consumed during a standby period while shortening a start-up period, and to obtain stable fixability after the fixing device is started up. SOLUTION: Supply power duty is controlled so that when the fixing device is started up, average power supplied to a heating means during a period (t<SB>0</SB>to t<SB>1</SB>) prior to the rotations of rotating members, such as a fixing member and a pressure member, is more than average power supplied to the heating means after the rotations of the rotary members (D<SB>0</SB>>D<SB>1</SB>). This increases the temperature of the fixing member speedily and shortens the start-up period of the fixing device.
