PROBLEM TO BE SOLVED: To solve problems of conventional heat insulating panels using steel sheets such as one having a urethane foam layer between sheets and one using, as heat insulating material, a mineral fiber such as rock wool wherein environmental problems occur since the urethane foam may use a freon gas during foaming, and when the urethane foam is burned in fire, harmful gas may be produced, mineral fibers affect human bodies due to the occurrence of dust, and sulfur components contained in mineral may corrode the steel sheets by providing a heat insulating panel having excellent heat insulation, excellent fireproofness, and excellent construction efficiency, having no possibility of producing harmful gas in fire, and excellent global-environmentally. SOLUTION: This heat insulating panel 12 includes a pair of steel sheets 14, 16 forming the front and rear surfaces of the panel and pulp fibers 18 containing a frame-retardant material provided between the steel sheets 14, 16.
