PURPOSE:To prevent unjust access from being executed by using a random number in addition to a serial number, and accessing the stored data on the center only when the coincidence of the random number is obtained. CONSTITUTION:When a voting ticket 1 is inputted in a repaying machine 4, random number data and the serial number recorded magnetically are read out, and are transmitted to center system 5. In the center system 5, the random number and the voting data are retrieved on the basis of the serial number. The random number data as a secret number from the voting ticket 1 transmitted from the repaying machine 4 and the random number data having been stored in the recording part 8 of the center system 5 are compared by a comparing part 7, and only at the time the coincidence, repayment is calculated, and is informed to the repaying machine 4, and is displayed on a repayment display part 3. |
