PURPOSE:To avoid collision and to prevent a display on the screen of an NPT from being turbulent by receiving a data packet with an AD (packet assembly and disassembly device), obtaining user data in the packet as a character string and when the data are tried to be sent to an NPT(non-procedure terminal) and the input character string is inputted to a receiving buffer from the NPT, waiting for the sending of the data. CONSTITUTION:A PAD603 to receive the data packet obtains the user data in the data packet as the character string and sends the data to an NPT604. Namely, a flow control condition is confirmed in a terminal line side and when the data can be sent, character string transmission control is executed. For this control, the receiving buffer is confirmed in the terminal line side and when the input character from the NPT604 is stored, the operator of the NPT604 received in the terminal line recognizes the character string as being successively inputted. Then, in order to wait the character string sending to the NPT604, '1' is added to a waiting counter. A maximum value N of the counter is set to a suitable value in advance so that this waiting can not be the interruption of conversation type communication. Then, when the value does not achieve the maximum value N, a waiting processing is executed and re-activation is waited.
