PURPOSE:To transfer data before the data is anihilated by inhibiting transmission from a medium, when a service life of a battery draws near its end, and releasing the inhibition of the transmitting operation, only when a specific command is received. CONSTITUTION:When a measured value of a voltage detecting circuit 6 falls and it is detected that a service life of a battery 10 draws near its end, a CPU 2 of a commutation ticket 1 inhibits transmission of data. In such a way, when the service life of the battery 10 draws near its end, and transmission of the data is inhibited, the commutation ticket 1 becomes unavailable before the expiration of a term of the commutation ticket 1. In such a state, the CPU 2 waits for an input of a special command. Thereafter, when a user finds out a fact that the service life of the battery 10 draws near its end due to unuseability before the expiration, and the special command is inputted to the commutation ticket 1 from a reissuing machine at the time of reissuing a commutation ticket, the CPU 2 releases the inhibition of transmission of data and transmits the stored data in a RAM 3 by lower power than usual by a transmitting antenna 11. |
