A device and method for determing whether the paint on a painted surface is oil/alkyd based or latex based. The device consists of a pad of absorbent material having absorbed therein a liquid solvent that will dissolve a latex based paint but not an oil/alkyd based paint, and a container for said pad that is sealed to substantially prevent evaporation of the liquid from the pad. The test is made by removing the pad from the container and rubbing it against the surface to be tested.
