PROBLEM TO BE SOLVED: To lower the critical temperature thereby preventing the formation of abnormal oxidized nodule and forming uniform thick oxide scale at the time of slab heating for hot rolling and to prevent the occurrence of hot roll scale defects, and to provide a hot rolled steel strip in which the coarsening of the texture after slab heating is prevented and the crystal grain size of steel strip after hot rolling is made to be fine and also the crystal orientation is randomized. SOLUTION: In this slab heating method, an oxygen-feeding gas increased in oxygen concentration to >=30 vol.% is sued for the combustion of gaseous fuel for heating and further H2O is blown to control combustion temperature at the time of heating a slab for hot rolling. This method has effect, in particular, on a stainless steel containing 7-25 wt.% Cr and <=0.04 wt.% C.
