PROBLEM TO BE SOLVED: To provide a porous material capable of maintaining lightweight, simultaneously capable of reducing the transmission and generation of the impact sounds of a lightweight floor and having an improved sound insulating property by disposing a cushioning layer having a cushioning property in a base material and further arranging continuous holes opened on the surface of the base material and formed in the base material. SOLUTION: A cushioning material having a cushioning property and a mold are prepared. A base material which can be cured by a hydration reaction is kneaded with water to form a paste, in which many silica gel precursors are dispersed in such a prescribed compounding ratio as being brought into contact with each other. The silica gel precursor-mixed paste is poured into the mold, and the cushioning material is put and spread on the spread paste in a layer-like state. The silica gel precursor-mixed paste is further poured into the mold and subsequently aged to obtain the porous material. When the porous material is a porous concrete material 1, many holes 3 are homogeneously formed in the concrete base material 2 and communicate with each other to form the continuous holes 3x which open on the surface of the base material. Thus, a cushioning layer 4a comprising the cushioning material 4 is formed in the concrete base material 2.
