PROBLEM TO BE SOLVED: To provide a fuel injection valve preventing the spray form of fuel from being dispersed and deviated, preventing the flow rate from being dispersed, and having a stable spray performance. SOLUTION: This fuel injection valve is provided with a revolving element 13 being disposed around the circumference of a needle valve 12 and applying the revolution to the fuel flowing from a fuel injection hole 10. A sleeve 30 is press-fitted and fixed, at least, to the inside diameter part 130 in a valve seat side of the revolving element 13A and an internal circumference annular groove 24 is formed between the valve seat side end face of the sleeve 30 and the valve seat 11. It is set that the relation of the distance A from the valve seat side end face of the sleeve 30 to the top end face of the valve seat 11 to the depth B of a revolving groove 25 of the revolving element 13 becomes A<B.
