PROBLEM TO BE SOLVED: To reduce the level of a noise to be generated by a magnetic recording and reproducing device when the number of programs to be recorded is small without reducing the number of programs which can be recorded in a hard disk. SOLUTION: The recording time of a video signal to be recorded in a second recording and reproducing means 2 when the number of programs to be recorded in a first recording and reproducing means 1 is small is set so as to be longer than the recording time of a video signal to be recorded in the second recording and reproducing means when the number of programs is large. Also, the traveling speed of a magnetic tape in the first recording and reproducing means 1 when the video signal is being reproduced by the second recording and reproducing means 2 is made to correspond to the recording time of the video signal which is being reproduced by the second recording and reproducing means 2.
