PROBLEM TO BE SOLVED: To keep DC balance of optical transmission signals in data buses within the proper range. SOLUTION: A reference value generating means converts the optical transmission signals to electric signals and determines an average value of their voltages that is used as a threshold for data identification. A code data generating means determines an average value of the voltage signals that indicates the intensity of the optical transmission signals and, according to the average value, generates code data having the value by which the threshold is kept within the proper range for data identification. In other words, the code data generating means generates a code such that a threshold obtained from the signals which are transmitted with the code added is close to half of the intensity of optical signals corresponding to logical value 1.
