PROBLEM TO BE SOLVED: To enhance the treatability of fluid to be treated while suppressing upsizing of a plasma reactor (20) for forming a low-temperature plasma by a streamer electric discharge. SOLUTION: A treating member (23) having a catalyst and adsorbent for treating the fluid to be treated is arranged between a first electrode (21) and a second electrode (22) or on the downstream side thereof and the fluid to be treated is treated by combining the catalyst and the adsorbent with the low-temperature plasma.
