A flashing promotion frame assembly for housing, protecting and displaying one or more products is disclosed. In one embodiment of the invention, a consumer product is contained inside a frame body in which a rear cover and a front cover, attached to said frame body, may surround said product such that said front cover prevents the removal of said product from the front of said flashing promotion frame assembly. A merchandising information insertion slot may be included for containing a merchandising information insert whereby attention may be directed to said insert via the operation of an illumination prograrn whereby a plurality of lighting elements such as light emitting diodes may be programmed to operate in a sequence via an energy-saving integrated circuit board attachable to said frame body. A means for energizing the illumination program may be included having a source of electric power, or a connection thereto, a switch for controlling said power source as well as other aspects as provided herein.
