A floor-heating system and a construction method thereof are provided to prevent loss of heat transferred from a heating pipeline to a floor-heating plate by arranging a support plate between a heat/sound insulation plate and the floor-heating plate so as to form space. A floor-heating system comprises a base slab layer(51); a heat/sound insulation layer(52) formed on the base slab layer; a support plate arranged on the heat/sound insulation layer in such a manner that a space(65) is formed on the heat/sound insulation layer; and a floor-heating plate(56) arranged on the support plate. The floor-heating plate has a groove(57) for installation of a heating pipeline(58).
