According to an embodiment of the present invention, a multi-beam control method is executed by a base station. The multi-beam control method includes the steps of: receiving a report of measurement information regarding wireless communications performance from terminals included in the base station; selecting a beam reference terminal for each beam based on the measurement information; determining a sector reference terminal among beam reference terminals based on the measurement information; and allocating beam resources based on the sector reference terminal.
