The present invention relates to an underground water supply-drain system using a water supply-drain type water belt, and a method for constructing the underground water supply-drain system, which can stabilize the ground in case of a drought, and a playing filed, a golf course, and a structure which are built on the ground. According to the present invention, the underground water supply-drain system using a water belt comprises: a drain pipe (40); a socket (30); and a water supply-drain type water belt. The water supply-drain type water belt is formed to be plate-shaped with a material to absorb water. The socket comprises a socket body (31) and a belt connection unit.
