The present invention relates to a device to open and close a door on a vanity cabinet of a washing basin for toddlers. The device, which is to open and close the door of the vanity cabinet, has a simple structure to enable easy applications, is not exposed to the outside to prevent toddlers from figuring out a method of opening the vanity cabinet and from opening the vanity cabinet on their own even if they know how to open the vanity cabinet, and reduces a risk of loss while also being used as a handle. The device to open and close the door comprises: a finger insertion hole (106) formed on an opposite side of a hinge of a door (104) to also be used as a handle; and a door locking and releasing unit installed in the vanity cabinet (101) not seen from the outside. The door locking and releasing unit comprises: a slide moving means (107) which is fixated and installed in an inner side of the door (104) to be controlled from a location coming in contact with a finger inserted through the finger insertion hole (105), and slides from one side to the other side in a reciprocating motion to maintain the locked or released states of the door (104) with the finger; and a storage groove (108) formed in a location corresponding to a side plate of the vanity cabinet (101) corresponding to the slide moving means (107) when the door (104) is closed.
