According to an embodiment of the present invention, a penetration type ground foundation inspection apparatus preferably comprises: a rod body which has a plurality of mount groove units formed on a side surface; a plurality of electrodes fitted and coupled to mount grooves, measuring a dielectric constant of the ground foundation penetrated by the rod body; a cone part coupled to an end of the rod body, penetrating the ground foundation; an extension unit coupled to the other end of the rod body to extend a length of the rod body, extending a depth the rod body is inserted into the ground foundation; a guide unit detachably connected to the extension unit; a pressing unit connected to the guide unit to move up and down in a longitudinal direction of the guide unit, pressing the guide extension unit by moving up and down in order to make the cone unit penetrate the ground foundation; and a measuring unit electrically connected to the electrodes, measuring a water content () of the ground foundation in accordance with the depth the electrodes penetrate the ground foundation.
