A method and apparatus for converting picture information. A time code is processed by generating information on whether or not a location is proper to edition when converting picture information of a data accompanied with the picture information of another system. The picture information is converted from a first system to a second. An information reading apparatus reads information about sequential distribution of each frame for generating a field picture in a process of converting picture information of a first system into picture information of a second system whose frame number unit is different from that of the first system by sequentially distributing each frame inside of a predetermined frame number unit of the picture information at plural patterns for generating a field picture.
