A chemical for water treatment which is effective in corrosion inhibition and scale deposition prevention in a water feed system and steam generation system and corrosion inhibition in a steam condensate system, is highly safe, volatile, and capable of transferring to steam or condensate, is highly effective in diminishing the corrosiveness of feedwater containing a carbonate or hydrogen carbonate even when added in a small amount, is soluble in water, neither separates out nor precipitates upon dilution with water, can be added as a one-pack agent to feedwater, and does not deposit within the systems. The chemical comprises eugenol, isoeugenol, or a lactone represented by formula [1], optionally contains a neutralizable amine and erythorbic acid or a salt thereof, and further contains an alkali and/or a water-soluble polymer.
