PROBLEM TO BE SOLVED: To perform defrosting or thawing in the initial stage of warming-up with front window on a driver's seat side as a center or in prior to front window on a front passenger's seat side. SOLUTION: In the initial stage of air conditioning (the initial stage of warming-up) when an outside temperature is low and a cooling water temperature is still low after starting an engine, heat radiation amount in a heater core on the front passenger's seat side is reduced and rising of the cooling water temperature is quickened by making actual A/M opening on the driver's seat side as MAX.HOT and actual A/M opening on the front passenger's seat side as A/M opening after a correction which is corrected to have less opening, the lower the cooling water temperature becomes, to preferentially perform defrosting or thawing for the front window on the driver's seat side when a blow-off port mode on the driver's seat side and the front passenger's seat is an F/D mode or a DEF mode. As a result, time after staring a defrosting control or a thawing control till a driver secures visibility can be shortened by blowing air-conditioned air at a high blowing temperature to an internal surface of the front window on the driver's seat side and quickly clearing blur.
