PROBLEM TO BE SOLVED: To solve the problem that the sensed data of an observed object are transmitted conventionally to a service center as they are without protecting entirely the privacy of the object, and the service center does not taken such an action as to provide directly some service to the object based on the data transmitted to the service center. SOLUTION: In an observation system, the abnormality of the sensed behavior of a object by a sensor is stored together with the date and time of the abnormality occurring, and these sensed data are compared with the data set and stored previously whose transmissions are authorized, and then, these data are so judged as to transmit them to a service center.
