PROBLEM TO BE SOLVED: To allow observation data from a low earth orbit satellite to be transmitted to a facility on the earth more efficiently and at a lower cost. SOLUTION: A movable apparatus 5 for relaying observation data observed by a satellite 1 from the satellite to the facility on the earth comprises a receiver for receiving the observation data from the satellite in an area possible to communicate with the facility on the earth 4, a transmitter for transmitting the observed data to the facility on the earth, and a receiving angle adjusting means for adjusting an angle of the receiver based on satellite orbit information that includes positional information of a position where the observation data is received, and information concerning the orbit of the satellite.
