PROBLEM TO BE SOLVED: To solve the problem of a prior art electromagnetic dark environment chamber that since a radio wave absorber (solid article) is attached to a metal wall, a radio wave absorber exhibiting highest absorption effect in the frequency band of an electromagnetic wave radiated from an electric apparatus must be selected and the frequency radiated from the electric apparatus must be measured previously. SOLUTION: Efficiency of a work for configuring an electromagnetic dark environment chamber 100 is enhanced by using a fixed thickness dielectric water wall 2 as a material for absorbing electromagnetic wave energy and regulating the quantity of dielectric or conductive substance being dissolved into water to be used. Applicable frequency range can be enlarged by making the thickness of the fixed thickness dielectric water wall 2 variable.
