PROBLEM TO BE SOLVED: To provide a high strength pearlite-based carriage rail with high toughness and high ductility for cold districts. SOLUTION: The high strength pearlite-based carriage rail superior in toughness and ductility is characterized by including 0.55-1.2 wt.% C, 0.1-1.2 wt.% Si, 0.1-1.5 wt.% Mn, 0.002-0.035 wt.% S, 0.0004-0.02 wt.% Mg, and 0.001 wt.% or less O, with or without a predetermined quantity of one or more sorts of Al, Ti, Cr, Ni, Cu, Mo, Nb, V, and B, and the balance Fe with unavoidable impurities, by having a pearlite structure of 90% or more by an area rate at least in the top part of the rail, by having Mg oxides, Mg sulphides, or mixtures thereof, with diameters of 0.01-10μm, of 500-100000 pieces in 1 mm<2> in the arbitrary cross section of the pearlite structure, and by having the average diameter (equivalent to a circle diameter) of 2μm or less for the Mg oxides.
