An apparatus and a method for allocating resources in multi-carrier telecommunication systems are provided to increase a transmission efficiency of unicast with assuring multicast rate when multicast services and unicast services are disordered in the multi-carrier telecommunication system. A scheduler(202) forms a multicast channel by combining sub-carriers according to a multicast preference for each sub-carrier, and controls resource allocation according to the configured multicast channel. If a sub-carrier mapper(212) is input with unicast data and multicast data to be transmitted, the sub-carrier mapper allocates the multicast data to the sub-carriers of the multicast channel under the control of the scheduler, and allocates the unicast data to sub-carriers excluding the sub-carriers allocated to the multicast channel.
