SOLUTION: Horse race information such as a holding list of a horse race from each track, odds, refund, result is read following a step of a file reading part 4a in a controller 2 and stored in a file. A telegraphic message for a packet signal for teletext is generated by setting the horse racing information as the horse racing information divided in groups of horse racing information by every track, etc., in a message creating part 4b. The message is transmitted to a printer 3, etc., by a message transmitting part 4c.
