PURPOSE:To carry out a remarkable data compression by a simple device by utilizing a property when a ratio of values of corresponding picture elements is constant in an original picture and a reference picture. CONSTITUTION:Picture elements 5, 6 of circle marks are continuous picture elements of picture element sequences of an original picture. Picture elements 3, 4 with circle marks are continuous picture elements of picture element sequences of a reference picture. Values of the picture elements 3, 4, 5, 6 are considered to be B, C, A, Z respectively. A ratio of the picture element values at a corresponding position in both the pictures is substantially constant. A picture element value at the corresponding position is read from a reference picture memory 8 and an original picture memory 9. The output of the memory 8 is at first stored in a register 10, and immediately before a next value is stored, the contents thereof is moved to a register 11. As for the output of the memory 9, a similar operation is carried out. In the registers 10, 11, 12, 13, said values C, B, Z, A are respectively stored. In a driver 14, A/B is outputted, in a multiplier 15, C.A/B is outputted as a predicted value, and in a subtracter 16, (Z-C.A/B) is outputted. In an encoder 17, an output of the subtracter 16 is encoded by a method for reducing a whole encoding quantity.
