PURPOSE: To provide a combination comprising a pyrimidine derivative and a salicylic acid derivative and effective in inducing and stimulating growth of hair and reducing loss of hair. CONSTITUTION: This combination is obtained by adding a pyrimidine derivative of formula I [R1 is a group of formula II (R3 and R4 are each H, an alkyl or forms a heterocyclic ring such as aziridinyl together with N); R2 is H, an alkyl, an alkenyl, etc.], and its acid addition salt and a salicylic acid derivative of formula III [R6 is a group of formula IV (R7 is a 1-11C aliphatic chain, etc.), a 1-18C alkyl, etc.; R5 is a hydroxyl functional group, etc.], to a medium such as water or organic solvent (e.g. ethyl alcohol) and as necessary, compounding the solution with conventional additives. The combination contains 0.05-10wt.% compound of formula I and 0.05-10wt.% compound of formula III.
