The road-surfacing material is of natural and/or synthetic minerals, with a bonding mixture of bitumen and hydraulic bonding agent. The content of both bitumen and agent is between 1% and 3% by weight, the two totalling at least 3% by weight. The total water content is roughly equal to that allowing the thickest covering. Bitumen can be added in the form of an anionic watery emulsion.
