An apparatus for estimating DC converting coefficient of an intra component in an image signal decoding system having a variable length decoder is disclosed. The apparatus comprises a storage unit(10) for storing a load control signal, a block index signal, and a previous prediction value of DC converting coefficient for a luminance signal and a color signal; a differential calculator(11), responsive to the load control signal, for calculating a differential value of the present block; and an adder(12) for estimating a DC converting coefficient of the present block based on the previous prediction value and the differential value. Thereby, the DC converting coefficient for the intra frame can be easily calculated.
