PROBLEM TO BE SOLVED: To permit an encoding device to be applicable to other variable length codes. SOLUTION: Variable length codes having levels between 1 and 40 and run lengths between 0 and 31 in an address space, generated when low-order bits are set for the run lengths and the high-order bits are set for the levels, are stored in an encoding table storage part. Further, escape codes of the data stored in the encoding table storage part are stored in an area (2nd area) where the variable length codes are not stored. For encoding, the run length and level are added to an escape code and outputted when the input data belongs to a 1st escape area or the 2nd area.
