PROBLEM TO BE SOLVED: To effectively utilize a remaining catalyst, while characteristics as a catalyst layer are maintained, and to prolong the life of the electrode itself by providing an electric charge dissipation means washing the electrode by reverse current and dissipating the electric charge held in the electrode after washing of the electrode. SOLUTION: In an electrolysis cell 1, an anode 2 is connected to a plus side of a power source circuit 5 during production of electrolytic water to supply oxidative potential, and a valve provided on a feed path of water to be electrolyzed to the electrolysis cell 1 is opened, so that non-electrolytic water flew in is electrolyzed to acidic water in the vicinity of the anode 2, and to alkaline water in the vicinity of the cathode 3. When reverse current washing is finished, a relay 11 of a short circuit 13 is driven and the electric charge collected on the anode 2 is consumed with short resistance 12 and dissipated. Thus, while the consumption of the catalyst and the efficiency of electrolytic production are maintained, a consumption speed of the whole catalyst layer is restrained, and a long service life of the electrolysis bath can be maintained.
