PROBLEM TO BE SOLVED: To provide a water purifying and activating device capable of preventing residual water from falling when a used capsule cartridge is removed and also capable of increasing a purified and activated water processing capacity. SOLUTION: In the water purifying and activating device, a plate-like cap which is pushed-up and opened is arranged in a raw water feed pipe of the capsule cartridge and a ball valve is arranged in a purified and activated water discharge pipe, and a push-up tool for pushing-up the ball valve is mounted to a housing. The falling of the residual water is prevented since the raw water feedpipe of the capsule and the purified and activated water discharge pipe are momentarily closed and the area of a raw water port is expanded and the purified and activated water processing capacity is increased since the thick raw water feedpipe is not protruded into the capsule cartridge.
