<P>PROBLEM TO BE SOLVED: To enhance the indoor cooling effect by vaporization heat while cleaning dirt by coating an optical catalyzer on the surface of a building and streaming a little water. <P>SOLUTION: The cooling device is constituted of a hose made of a porous raw material, and constituted of a mounting part forming a plane formed continuously in the upper end of and an opening formed at the rear face of a container room containing the hose and formed of an adhesion face at the rear face of the plane part and a water passing member internally hooked in the opening, and in the state that the water passing member that the front side wall face of the hose is brought into close contact with the rear face of the hose, the contact face is fixedly attached to the glass, a little water supplied from the water tank is leached out from the wall face of the hose and makes flow down from clearance positioned in the lower part of the water passing member.
