PROBLEM TO BE SOLVED: To obtain stable developing properties from the initial stage of use while securing the floweability of a developer on the surface of a developer holder from the initial stage of use. SOLUTION: The developer holder 3 capable of holding a toner and carrier-containing two component developer (developer) on the surface is provided with: a developing sleeve 4 holding the developer on the surface, and rotating; and a magnet member 5 fixedly provided at the inside of the developing sleeve 4 and generating a magnetic force pattern. The developing sleeve 4 comprises: a cylindrical sleeve body 4a having many fine recessed parts 4b with the average particle diameter smaller than that of the toner to be used and larger than that of the toner additive to be used; and a powder layer 4c beforehand stuck with the powder same as one or a plurality of the toner additive to be used inside the fine recessed parts 4b on the whole area of the surface.
