The present invention relates to a location checking system using beacon signals and a method thereof. The location checking system sets a multi-structure fence between a beacon terminal and a user terminal to improve the accuracy of user location determination. According to the present invention, the user location checking system includes: one or more beacon terminals transmitting beacon signals covering a set area; a user terminal which receives the signals from the beacon terminals and divides received signal strength indicator (RSSI) information received from the beacon terminals and ID information of the corresponding beacon terminals into multiple areas including a first area and a second area to transmit the divided information to a server; and the server which receives the beacon information regarding one or more among the beacon terminals transmitted from the user terminal to recognize the location of the user and extracts service information suitable for the corresponding location to transmit the extracted service information to the user terminal.
