PROBLEM TO BE SOLVED: To provide a compression related information instruction device that instructs compression related information for making a proper bit rate at a place of an image with high difficulty. SOLUTION: A group of picture(GOP) size revision part 17 divides a current GOP with a switch 21, of the section 17, when a code production amount of the current GOP is bigger than a code production amount for discrimination. When a GOP being an object to be divided is a final GOP, a change point detection part 16 detects a change point of a code production amount of each GOP. Then a bit rate distribution decision part 18 distributes a bit rate to each GOP, based on stream information inputted from a stream information input part 20, and an instruction part 19 instructs adjustment to an image compressor 100 based on the information. |
