PROBLEM TO BE SOLVED: To provide moving image information with excellent quality by coding efficiently the image information within a range where a transmission capacity is limited. SOLUTION: In a building block of a coder 1, after image data fetched by a camera 2 are converted into a common intermediate format CIF, in-frame coding processing is executed only to a variable block where a data change quantity to a preceding frame is a threshold or over to generate a transmission signal. In the case of coding, a degree of coding is made different from a part not requiring precision and from a part requiring to increase precision in an area of an image corresponding to an image transmission capacity decided in accordance with a state of production of voice information and an information production amount. Thus, reduction of an arithmetic operation amount, effective image information transmission within a limited transmission capacity and strong image transmission to occurrence of a transmission error in a radio system are executed. |
