PROBLEM TO BE SOLVED: To improve image quality of an optically read image with regard to an image processing apparatus, an image forming apparatus, and a program. SOLUTION: An image processing apparatus 20 scans an image from a document and segments a text from the scanned image. Furthermore, on the basis of text data generated by a font rasterizer, the image processing apparatus 20 generates, in a simulation manner, text data just like scanned data. The image processing apparatus 20 then extracts text data similar to the text segmented from the scanned image from among the text data generated in the simulation manner, and uses the extracted text data to improve a resolution of the texts in the scanned image.
