The invention provides novel 1,3,3-trimethyl-7-phenyl-3,4 -dihydro-1H-quinoxalin-2-one derivatives represented by the general formula (1), salts thereof, and pharmacological effects of the same. The derivatives and salts thereof are useful as glucocorticoid receptor modulators, particularly, remedies for diseases against which glucocorticoid receptor agonists such as steroids are efficacious, for example, inflammatory bone and joint diseases and inflammatory eye diseases (anterior or posterior eye inflammatory diseases): [Chemical formula 1] (1)(2a) (4a) (3a) (5a) wherein R1 is a group represented by the general formula (2a), (3a), (4a) or (5a); R2 is lower alkyl or the like; R3 is hydrogen, lower alkyl, cycloalkyl, aryl, a heterocyclic group, aralkyl, or the like; R4 and R5 are each hydrogen, lower alkyl, or the like; A is lower alkylene; R6, R7, R8 and R9 are each halogeno, lower alkyl, hydroxy, lower alkoxy, or the like; and m, n, p and q are each 0, 1 or 2.
