The invention pertains to new substituted 1,3-dioxan-5-ylamino heterocyclic compounds of formula (I), wherein A is CH or N; X is NH, O or S(O)q, with q = 0-2; Y is O or S(O)m, with m = 0-2, and R1, R2, R3, R4, R4', and R5 are as indicated in the description. The invention also pertains to methods for preparing said compounds and to their use as pesticides and fungicides.
