An apparatus for constructing insulated concrete walls has insulation panels with openings receiving ribbed anchors for embedment in concrete. Insulation pan els are positioned against inside surfaces of formwork panels. Slotted insulation-retain ing wafers are installed on elongated form ties, butting against tabs on the form ties. The ties are inserted through openings in the insulation and formwork panels, with the tie en ds projecting outside the formwork. Form wedges inserted in holes in the projecting tie ends maintain the formwork panels at a desired spacing. Fluid concrete is placed betw een the insulation panels. When the concrete has cured, the formwork panels are removed, and the projecting tie ends are broken off at weak points created by notches therein. Ti e holes in the insulation panels are plugged with insulation plugs to provide continuity of insulation over the entire surface of the finished wall.
