PURPOSE:To make image density constant and to prevent the wasteful comsumption of a developer, by inhibiting the development processing for a latent image by initial modulation among the secondary latent images formed by the same modulating current. CONSTITUTION:On a screen 2, a primary latent image is formed by original exposure, etc., and on an insulating drum 12, a secondary latent image is formed by a modulating current passed through a discharger 11 for modulation. On the drum 12, secondary latent images are formed successively by the same succeeding modulating current and in initial modulation, development processing is inhibited by cutting off the development accelerating bias voltage of a developing method 15 or by floating or grounding a development electrode, so that the unstable secondary latent image by initial modulation is not developed. Therefore, a copied image with constant desity is formed on the basis of the stable secondary latent image and a developer which does not contributes the formation of an image is not consumed, preventing the wasteful comsumption of the developer. |
