PROBLEM TO BE SOLVED: To reduce the burden that is applied to a customer or an operator and also to improve the work efficiency by carrying out a transmission operation if the identity of the customer is decided and then inputting the data if the customer identity is not decided respectively. SOLUTION: The existence of a customer is detected by an approach sensor 11, and a customer terminal 10 is connected to a center terminal 40 via a communication circuit 30. Then the customer image is photographed by a customer camera 12 and transmitted to the terminal 40 via the circuit 30. If the identity of the customer who operated the terminal 10 before he cuts the connection between both terminals 10 and 40 is decided, a transmission operation is carried out. If the customer identity is not decided, it is inspected whether a contract should be made with the customer based on the personal data on the customer.
