VIDEO JITTER ABSORBING METHOD

PROBLEM TO BE SOLVED: To effectively absorb video jitter caused by re-transmission. SOLUTION: In the case that video coding is controlled by using both a frame rate and quantization accuracy as parameters so as to compensate the reduction in a transmission effective speed due to a transmission error, quantization control-controls so as not to be deteriorated below a lower limit. That is, 701 as an object function curve is used to obtain setting points on correlation curves at each effective transmission speed. Thus, even when the effective transmission speed is considerably reduced, the quantization accuracy is not deteriorated below β and a generated code amount for one video frame is not extremely small. As the result, storaging of lots of video frames to a reception buffer is prevented during awaiting a re-transmission frame and occurrence of video jitter is suppressed.
