PROBLEM TO BE SOLVED: To obtain a highly damping material composition capable of developing a high loss tangent, a slight reduction in loss tangent by change with time, having a loss tangent peak temperature at room temperatures by including a specific polymer and a specific damping imparting agent. SOLUTION: This composition comprises (A) a base polar composed of a basic polymer containing a basic polar side chain and (B) a damping imparting agent selected from a hindered phenol-based compound [e.g. tris-(3,5-di-t-butyl-4- hydroxy benzyl)-isocyanurate], a phosphoric acid ester-based compound (e.g. 2-ethylhexyldiphenyl phosphate), a phosphite-based compound [e.g. di(nonylphenyl)pentaerythritol diphosphite], a nitrogen-containing basic compound (e.g. N,N'-diphenylguanidine), etc. A (meth)acrylic copolymer, an ethylene-acrylic copolymer, etc., are preferable as the component A.
