PROBLEM TO BE SOLVED: To reduce size by suspending a floor panel at a proper interval from a floor surface by a wire, and arranging a base isolation damper between the floor panel and the floor surface. SOLUTION: The lower end of a wire 5 is fixed to a floor panel 3 of one room 2 of a reinforced concrete structure, the upper end is installed on an under surface of a beam 6 via an insert metal fitting 7, and the panel 3 is suspended in a proper height from a floor surface 4. Next, a packing material 10 is fitted in between the panel 3 and a wall surface 8, and the panel 3 is made to cope with swinging in all directions to relieve impact to the wall surface 8 by the packing material 10 to large swinging. Next, a small base isolation damper 15 of about 1/3 of the usual is arranged between the panel 3 and the floor surface 4 to support the panel 3 to assist suspension by the wire 5. Thus, since an interval between the floor panel and the floor surface can be narrowed, a base isolation effect can be exhibited without narrowing a dwelling space even if the ceiling is not high, execution work can be inexpensively and easily performed, and a base isolation floor can also be applied to an existing building.
