PROBLEM TO BE SOLVED: To provide a recycling emulsifying apparatus and a combusting apparatus in order to make waste water a fuel by blending it with an emulsion fuel oil. SOLUTION: A preparing apparatus for a waste water-blended emulsion fuel for the purpose of blending a waste water with an oil fuel and of preparing an emulsion fuel with such a high heat quantity as capable of continuing the stable combustion even in a ratio of the oil: the waste water = 1:1, comprises a crystal built-in, whirling, blending and compression-feeding apparatus which is connected with a circulating pump and pipings in order to blend the waste water and the fuel and also an apparatus connected to the ionizing apparatus by means of an interplayed magnetism.
